Brooks creates and implements award-winning campaigns for businesses in manufacturing and professional services, nonprofits in the trade-association and public-policy spaces, as well as for state, regional and local governments. These programs have reached millions of customers, donors, public officials, corporate decision-makers, business owners and other stakeholders in their homes and workplaces, and have repeatedly helped meet established ROI, public-involvement and policy objectives.

Public Affairs

From local campaigns to national educational efforts, and from media training for candidates and CEOs to complex research and message development for issues as varied as healthcare reform, economic development, privatization, taxation and and other hotbutton topics, Brooks has gotten top-tier media that moved key-stakeholder opinions and developed integrated campaigns that pushed ideas to the forefront of the public — and legislative — debate.

Business Development and Pursuit Management

Brooks has led or played a major role in securing dozens of contracts as the lead proposal strategist, writer and presenter, and also as a behind-the-scenes presence that trains senior staff and ensures maximum win potential. His experience includes strategy and materials development for pitches valued from $20,000 to $2 billion, and his work includes review-panel analysis, unique-value-proposition analysis as well as development of complex presentations comprising up to 200 slides and more than a dozen presenters for major pursuits. He has led presentation-training efforts and also developed lay-audience value propositions and storylines to pre-sell major projects among key stakeholders and opinion leaders.

Brooks speaks internationally on marketing topics and has written columns and commentary articles for dozens of the nation’s top newspapers. He has served in spokesperson roles for senior government and corporate leaders, and has worked extensively with transportation, environmental and community development issues. His experience also includes government relations and policy related work, including direction of public affairs for the Reason Foundation, one of the nation’s largest think tanks specializing in infrastructure policy.
